Early voting in New York started on Saturday, June 17, and runs until Sunday, June 25, 2023. Primary Election Day is on Tuesday, June 27.
Assemblymember Rodneyse Bichotte-Hermelyn, chair of the Brooklyn Democratic Party, urges the public to vote.
“Every single vote makes a difference,” said the Haitian-American representative for the 42nd Assembly District in Brooklyn. Make sure your vote is counted for a better Brooklyn. Voting early is convenient, fast and flexible.”
In the primary election, Democratic candidates declare their position to run for public office and to represent their district. This can include multiple Democratic candidates running for the same seat. The primary determines who will be the Democratic candidate in the general election.
“Not every district or race has a contested election — some districts only have one Republican or Democrat, and those races will not be listed on the ballot,” Bichotte-Hermelyn warned.
“The Brooklyn Democratic Party endorses culturally competent judges who were selected through a thorough vetting process to serve the needs of all Brooklynites fairly and impartially,” she added. “These endorsed candidates follow a progressive approach to justice and have the right experience and expertise to serve our constituents.”
The Civil Court handles cases dealing with issues as diverse as the population of the city it serves.
Civil Court Judges serve a 10-year term and have jurisdiction over landlord-tenant cases and civil court claims up to $25,000, along with small claims court for the informal resolution of cases involving amounts of up to $10,000.
The Surrogate’s Court maintains jurisdiction over all actions and proceedings relating to the affairs of decedents.
This includes the probate of wills and the administration of estates, disputed claims, compromise and settlement of wrongful death actions, guardianships, and more. Surrogate Court Judges in Kings County serve a 14-year term.
Bichotte Hermelyn said Kings Country Democratic Party has endorsed the following judicial candidates for Civil Court: Turquoise Haskin, Esq.; Marva Brown, Esq.; Monique Holaman, Esq.; and Betsey Jean-Jacques, Esq.
For Surrogate Court, the Country has endorsed Hon. Bernard J. Graham, Acting Surrogate Court Judge.
“If you don’t reside in these districts the Democratic race is uncontested and won’t appear on your ballot,” Bichotte Hermelyn said.
DISTRICT 34 (Bushwick and parts of Williamsburg and Ridgewood).
Democratic candidates: Jennifer Gutiérrez (incumbent) and Paperboy Prince.
DISTRICT 41 (Parts of Bedford–Stuyvesant, Brownsville, East Flatbush, Crown Heights, and Ocean Hill)
Democratic Candidates: Darlene Mealy (incumbent), McIntosh Green, Reginald Bowman, Joyce Shearin.
DISTRICT 42 (Parts of East Flatbush, East New York, and Starrett City)
Democratic candidates: Charles Barron (incumbent), Chris Banks and Jamila Rose.
DISTRICT 43 (Southern Brooklyn, including the neighborhoods of Sunset Park, Bensonhurst and Gravesend)
Democratic candidates: Wai Yee Chan, Susan Zhuang, Stanley Ng (this is a new district with no incumbents).
There is no Primary in the following Brooklyn City Council Districts: 33, 35, 36, 37, 38, 39, 40, 44, 45, 46, 47, 48.
Bichotte-Hermelyn said New York City Council Primaries will use ranked-choice voting, which allows voters to choose more than one candidate in order of preference.
“If no one candidate wins more than 50 percent of the vote, the candidate with the least top-choice votes will be eliminated from the race,” she said. “The voters who ranked that candidate at the top of their list will have their votes transferred to their second choice, until a winner is declared.”

Bichotte Hermelyn urged that voters cast ballots at their assigned Early Voting Site.
